Software from State funded research
A simple case
Motivation similar to IP, especially patents: promote and help
technical innovation
its publication
its industrialization
. . . . (savoir faire, faire savoir, faire faire)
Must drive our IP policies
with proper balance (Bayh-Dole act ?)
Multiple licensing choices depending on
will of the creators
nature of the product (compiler, CAD component, Image processing)
state of the product (ready, need improvement, prototype, ...)
market and development potential
as free product
as proprietary product
policy issues (e.g. state need, educational policies)
All licences are considered: GPL, LGPL, BSD, QT, Proprietary
including multiple licences for same software
