especially for data formats and communication protocols
the only way to have competitive market for public procurement
for open communication with the public
to preserve archives
little economic justification for private ownership of communication standards

Availability of source code (escrow)

security
long term maintenance
software may be part of multimedia documents (archiving)

but not really sufficient (free software better ?)

need for many motivated eyeballs
need to build competence
